The complete plans of the Empress had to be approved by Canadian Pacific Railway Company before any work had started. Certain tracings such as midship section, rudder, stern post, decks and various other parts of the vessel had to be drawn on linen, including three sets of photo prints which were also on linen and supplied to the builder.
