Shell plating on the Empresses had to be overlapped and faired so that each plate could be riveted to each other to build the hull of the ship. Materials had to be British mild steel by the Siemens-Martin process. The steel and iron was required to withstand all tested needed to insure a good quality steel was used and all steel had to be stamped.
